Air Quality and Emissions Tests
Mattew Kahn, in a discussion paper written for Columbia University, says many interesting things about air quality and emissions tests. He investigated whether vehicle emission testing programs improved air quality or not. He found that these programs help reduce per-capita carbon monoxide by 11%, and his findings are quite different from the claim of the EPA in many respects. An emission test is important for any state because it helps reduce cars of high pollution impact. Improvements in carbon monoxide will come from reducing the emissions that vehicles produce, according to this study.
Laws of Emission Tests
The Clean Air Act was amended by the U.S. Congress in 1990, requiring that areas that did not met the NAASQ standards must implement either “enhanced” or basic vehicle emission testing programs, depending on the severity of the problem of air pollution in the area, and this example is something that Ontario and other cities of Canada should pay attention. Metropolitan areas with populations over 100,000 people were required to implement vehicle emission testing programs regardless of the designation of air quality they had. Furthermore, the EPA mandated each one of the states of the American union to adopt what is called I/M 240 testing of emissions of vehicles. However, some states were just using an idle test to check their emissions, states with non-attainment areas had to meet air quality standards by adopting some kind of emission testing program, and this was required by the EPA.
It is important to note that emission testing is not mandatory in the USA, but states that elect to use the I/M 240 testing program will get additional funding for their highways with the help of the EPA. The I/M 240 testing program specifies that loaded mode testing must be performed to measure transient emissions on any special dynamometer. This same applies when changing NO2 emissions, and doing pressure test and purge of the evaporative system.
Qualifying Vehicle Emissions in Ontario and Other Cities
There are many procedures in the market to measure emissions of vehicles for regulatory purposes in Ontario, Canada and other places. The three most widely used are the Japanese test procedures, the BCE and the U.S. federal procedures. Many other countries also use the BCE and the U.S. procedures extensively. There are many common elements found in each one of these tests. Motorcycles and other light-duty vehicles get their emissions measured by using a chassis dynamometer to operate the vehicle while using a system of constant-volume sample to collect its exhaust, according to Asif Faiz, Christopher S. Weaver, and Michael P. Walsh in the book, Air Pollution from Motor Vehicles. An engine dynamometer is used to test the ending of heavy-duty vehicles. The operating cycle or driving cycle is the main difference among these procedures. Japanese and European procedures test operating conditions that are considered steady-state, while load and transit variations that are more typical to normal driving are used by the U.S. procedures.
